NEW DELHI: The Supreme Court Thursday allowed a petitioner to move the High Court searching for instructions to the Bar Council of India (BCI) and the University Grants Commission (UGC) to subject instructions to universities and establishments throughout India to give cheap time to college students to deposit the fee.

A bench of Justices Ashok Bhushan, R. Subhash Reddy and M.R. Shah instructed the law student, who filed the plea, that the matter in reference to the UGC has already been determined.
